If once wasn't bad enough, our new neighboor that had a burglary yesterday, was broken into again early this evening. This time they took a television, stereo equipment, etc. sometime between 5:30pm and 6:30pm.
Not sure what's going on here, but we all need to keep a watchful eye.

5271 St. Charles Burglary
The blatancy of our local theives is utterly astounding. Sunday, just after noon, we were sitting on our back patio watching numerous church people milling about on our street. Interestingly a red/maroon Buick sedan pulled into our new neighbor's driveway (the yellow house at the St. Charles/Culver intersection). One black man remained in the car while a second black man got out of the car wearing a security guard uniform. Since we have seen numerous visitors at her house and since it as in the middle of the day with lots of people all around, we weren't initially concerned. However, after a few minutes, the uniformed man quickly came back to the car placing a grill into the back of the car. We took down the liscense plate number as well as descriptions and waited for the homeowner to come home.
Of course, upon her return, she confirmed that not only had these people not belonged there, but that they stole her grille, and bent up the burglar bars on the side of her house attempting to break in through the side door.
All of this in broad daylight, with people milling about all around them. We ALL know how busy that very intersection is just before and after church services.
The police never came to the break-in/burglary call the homeowner made, but they did call us to confirm the plate numbers and descriptions.
This is a good example of why its wise to be skeptical of anything out of place in our neighborhood.

10-70-20
Some new thinking on crime is that in a neighborhood you have:
10% who are actively working to decrease crime and improve the neighborhood
70% who tolerate crime and code violations
20% who engage in crime or have code violations
The key to changing a neighborhood is to moving some of the 70% over to the 10%.
I don't have any good ideas on how to make that happen. If someone does, please share them.

Bad guys may be on the move
My end of Culver street is pretty quiet.
In his travels Robert noticed that there was now a lot of activity at the one of the suspicious house on Kinmore. So they may have moved their operation. So those of you closer over there, please keep an eye out.
In my talks with the police, they indicated that is what can happen if they have infiltrated a neighborhood.
If you see activity, call 911 or if you want to keep a list you can call me and I will call Vice or Narcotics directly.
Oh, and the bad news -- Red (the prostitute) appears to be out of jail, Robert saw her this morning.

Good News
I had a call from the Vice Sgt. who reported they apprehended a prostitute on Samuell Blvd. When questioned where she stayed, she gave an address on Culver Street (one of our problem houses).
A couple days later the Vice officers went to the house saying they wanted to party with "Red" and were told she was in jail (something they of course knew). They were told that wasn't a problem and another girl was offered and a man said "everyone in the neighborhood knows if you want a girl, he was who they should see". He was arrested for "promotion of prostition" and the girl was arrested as well.
So we are making some progress. The arrest of the pimp is more effective than just arresting the prostitutes.
There is no guarantee on how long they will be in, but Robert reports that the activity is way down when he goes to work (around 2:45 a.m.)
I have the name and number of the officer and if we see more activity, we are to call him.

3218 Culver
According to my neighbor, the police were back yesterday looking for Ronnie and Bootsie (young Teddie - the nephew). Ronnie was picked up last week. The rumor I heard was that Bootsie is the one behind the drug sales so hopefully if he is picked up, it will put an end to this.
Things have been much quieter lately, but I am hoping that the house will be boarded up since currently all that is left is squatters and hangers on.

Progress?
I have been advised that both of the brothers from 3218 Culver are once again in custody. However, the nephew is still around and there are still people hanging out there.
They have a Court date in early June for the Code violations. Code also tells me that until that ticket is adjudicated, they can't give any more tickets for the further violations [broken windows]. I also talked with the City Attorney handling the case and will talk to him once again nearer the date. If no one shows up at court, the City wins by default.
This week I finally talked with someone in ICP (after 5 unreturned calls). Officer Walls will be our new contact replacing Officer Castro who has been promoted.
I can also report that Vice was in our neighborhood this week on the prostitution issue but don't know the results.

Crime statistics
Friday's paper had a story about crime in Dallas and how it is actually a pretty safe city except for some concentrated areas. The good news-- we aren't one of the concentrated areas -- the bad news -- it starts just to the west of us.

helicopters
The police helicopter was in our neighborhood both Sunday and Monday night.
On Sunday night, it seemed to be flying close to the park and Owenwood Street (the 1 block street between Fairview and Kinmore). It circled for quite a long time -- probably about 10 or so).
On Monday night (as reported to me), the action happened in the middle of the night and was preceded by gunshots. It was in the vicinity of Fairview and St. Charles.
That's a lot of helicopter activity for one little neighborhood.
I would also urge everyone to call the police to report gunshots. I know they mostly won't get out there quick enough to catch the shooter, but a police car will come through the neighborhood and that is good. I always tell them I wish to be anonymous -- simply because I usually can't tell them anymore than what I have told them on the phone.

New House to Watch
Yesterday, Robert followed a guy who left 3218 Culver as he visited all of the drug houses in the neighborhood and we believe that there is a new one -- at 3007 Kinmore. Someone recently moved in and there is a lot of traffic. They said they moved from Culver (the other side of Dolphin) and our suspicion is that it is 3426 Culver which burned.
So those of you at that end, keep an eye out.
Just FYI -- the others we suspect are 3254 Fairview [drug people staying in this falling down garage], 3237 Kinmore, 3002 Fairview and a house in the 2900 block of Jerome.
Please post any activity you see -- or leave a message with Narcotics, Sgt. Brown, 671-3187.
